IRCC Releases 2024 Study Permit Allocations for Provinces


Immigration Refugees and Citizenship Canada (IRCC) has announced the final allocation of study permits for each Canadian province in 2024. Following a January 22 announcement to cap the number of processed study permit applications, IRCC detailed the distribution based on provincial populations.



Allocation Distribution Methodology


IRCC's allocation methodology primarily uses provincial populations. Adjustments were made to balance the impact: provinces facing a reduction received a top-up, while those with potential increases were capped at 10% of their population. Provinces with approval rates below 60% also received additional allocations.


Provincial Allocation Highlights


Ontario: 235,000 permits, with 96% allocated to public institutions.

Quebec: 117,917 permits.

British Columbia: 83,000 permits, evenly split between public and private institutions.

Alberta: 40,894 permits, capped at 10% of its population.

Nova Scotia: 20,378 permits after a top-up.


Understanding the Cap


IRCC clarified that while it can cap processed applications, it cannot cap approved study permits. For 2024, IRCC plans to process 606,000 applications, aiming for a national approval rate of 60%.
